POST/management/issuers

Scope: issuers.manage. The issuer is created in the environment your API key belongs to — a Sandbox key cannot create a Production issuer. Optionally configure it and provision a signing key in the same call; both are equivalent to the separate PATCH and signing-key operations and run identical validation. Authenticate with Authorization: ApiKey {key}. Every response carries x-ms-request-id, X-Correlation-Id and X-Request-Id; quote the request id in any support request. Returns 201 on success.
